In 2016 Florida House Bill 541 became statute. While passage of HB 541 had an impact upon several areas of FL Statutes, perhaps the most profound component of the Bill defined “Address of legal residence” to include “all information necessary to differentiate one residence from another” as reflected in the “Definitions” from the FL Statutes below: 97.021 Definitions.—For the purposes of this code, except where the context clearly indicates otherwise, the term: (3) “Address of legal residence” means the legal residential address of the elector and includes all information necessary to differentiate one residence from another, including, but not limited to, a distinguishing apartment, suite, lot, room, or dormitory room number or other identifier. The impact on Supervisors in FL to “maintain a list of valid residential addresses” is not affected regards single family residences. However, this becomes more complicated with multi-residential addresses; such as, for apartments, mobile home parks, condos, etc. regards including a secondary address line. ICW has enhanced GeoPoints to both ease and standardize the task of building the database of “valid residential addresses” for all addressing options with a focus on multi-residential. In addition to the new features in GeoPoints, we have added MTFCC codes for the purpose of defining how addresses should be treated after importing the dictionary.

Ira Pyles, ENP, 9-1-1 Emergency Operations Manager for the Hillsborough County, FL 9-1-1 Agency provided an overview of the roll his agency plays pertaining to street naming and addressing. At the same time Ira explained their roll coordinating municipalities and the US Postal Service to clarify the official street names and addresses elections staff can rely upon when constructing their street indexes for voter registration. Ira pointed out that while each county may place this responsibility with a different department, the results should be universally alike. Scott Miller, GIS/Tabulation Specialist, Clay County, FL SOE provided a presentation and conducted and open debate of the recent House Bill 541 now FL Statute 2016.23. This statute requires the maintenance of secondary addresses that distinguish one place of residence from another.

Colleen D. Joyce, Assistant Chief, Census Redistricting & Voting Rights Data Office described numerous data exchange programs the Bureau conducts in partnership with the States in preparation for production of the P.L. 94-171 Data provided to the States for redistricting in 2021-22. In particular Colleen focused upon the Phase II VTD program and the Boundary Annexation Program. Colleen pointed to the recently published “Notice of determination.” discussed on the next page. Elliot Cox, Product Manager for MapInfo Professional, Pitney Bowes, Inc., demonstrated the 64 bit version of MapInfo and discussed numerous enhancements PB has incorporated into Version 16. Elliot spoke of the PB commitment regards support for the current 32 bit version of MI Pro and plans to maintain Version 15 as a reliable product into the foreseeable future.
